Does Encrypting First Responder Radios Make Sense?

Not according to the new D.C. Mayor. But why did the old D.C. Mayor think encryption was such a good idea and does the average citizen even understand the issue? Would you know or care about the difference between the two transmission modes? Law enforcement has a vested interest in keeping their chats to themselves but fire fighters are a different story. The risk of a fire fighter not being able to communicate with his team is nightmarish. If encryption adds a level of complexity to their communication paradigm, they have every right speak against encryption. Both mentioned groups often ask for help from surrounding municipalities and mission partners. If the responding neighbor agency does not have the correct radio or programming, communication failure exists.
